- KNO and UPF representatives met MHA adviser A.K. Mishra on November 6–7 and reiterated their call for a Union Territory with a legislature carved out of Manipur.
- Mishra told the delegations that current government policy does not support creating new Union Territories and urged consultations with other Manipur communities.
- The talks also reviewed the September 4 tripartite steps, including restoring movement on NH-2, relocating designated camps away from conflict zones, and moving weapons to nearby CRPF and BSF facilities.
- Kuki-Zo leaders pressed for protections for tribal land and chiefs’ authority, simpler land and succession paperwork, and faster rehabilitation for tens of thousands of internally displaced people.
- The groups argued coexistence with Meiteis has broken down since the May 2023 violence that left over 260 dead and roughly 60,000–70,000 displaced, with Manipur under President’s Rule since February.
