KT Mobile Micro-Payment Fraud Broader Than First Disclosed, Lawmaker Says

The government plans tougher breach-notification enforcement following criticism of KT’s staggered disclosures.

  • KT revised its tally to 362 victims across 764 unauthorized transactions and said abnormal attempts were blocked in the early hours of Sept. 5 with no further illicit charges since.
  • Rep. Hwang Jung-a, citing a KT report, said the breach extended beyond earlier hotspots to southern Seoul and Goyang, with cases also logged in Seocho-gu, Geumcheon-gu, Gwangmyeong, Ilsan and Gwacheon.
  • Parliamentary data show 15 people lost 9.62 million won in 26 illegal transactions between Aug. 5 and 8, and nearly 100 unauthorized transactions worth about 30 million won occurred on Sept. 4–5.
  • KT’s investigation has focused on intercepted automated response system calls used to authorize payments, while some victims reported unauthorized PASS verifications and unexpected logins to apps such as KakaoTalk.
  • Officials said they will pursue stronger penalties for delayed breach reports and enable probes without company disclosure, as KISA figures show 7,198 corporate cyber incidents since 2020 with system hacking the majority.
