KIIS Survey: Most Ukrainians Link Victory to Western Support, Prepare for a Long War

Most favor continuing alongside Europe even without U.S. support.

Overview

  • Seventy-six percent say Ukraine can win if effective sanctions and sufficient weapons and funding continue, with 15% skeptical and 9% undecided, a confidence level close to September 2024 readings.
  • Sixty-two percent report readiness to endure the war for as long as necessary, a slight increase from 60% in early June 2025.
  • Expectations for an end are dispersed: 18% foresee resolution by end-2025, 27% in 2026, 32% in 2027 or later, and 23% are unsure.
  • Even without U.S. backing, 76% want to keep fighting alongside European allies, while 14% would accept Russia’s demands.
  • KIIS interviewed 1,023 adults by phone on September 2–14 in government-controlled areas, reporting a 4.1% margin of error and noting exclusions of occupied territories and recent emigrants.
