Overview
- KHNP formally ended negotiations with the Daewoo E&C–Doosan Enerbility consortium on Oct. 29, 2026, saying the parties could not agree on key contract terms.
- The operator will prepare a new competitive tender and aims to sign a replacement construction contract by July 2027 while continuing essential design, permitting and project management work.
- The breakaway centered on KHNP pressing for a fixed construction price and cuts to the consortium bid while the consortium said KHNP's revised terms would force contractors to absorb extra costs from design changes.
- The consortium protested KHNP’s decision and sought more time to review changes, and KHNP says major Korean supply deals such as Doosan’s roughly 5.6 trillion won equipment contract remain in place.
- The dispute increases the risk of schedule slips, higher costs and legal fights for the 25 trillion won Dukovany project, which would be the first commercial deployment of South Korea’s APR1000 reactor and a major test for Korean nuclear exporters.
