Kerala to Move Supreme Court Over Withheld Samagra Shiksha Funds After Centre Sets Compliance Condition

The Centre maintains that releases depend on scheme compliance tied to NEP and PM-SHRI.

Overview

  • Kerala education minister V. Sivankutty said the state will petition the Supreme Court to secure its Samagra Shiksha allocation and may organise a protest in New Delhi.
  • Dharmendra Pradhan told the Rajya Sabha that funds for Kerala, Tamil Nadu and West Bengal would be released if they implement central education schemes without imposing conditions.
  • Parliamentary replies showed Kerala received ₹141.65 crore against ₹343.34 crore in 2023–24, zero against ₹428.89 crore in 2024–25, and ₹92.41 crore against ₹452.04 crore so far in 2025–26, with the first 2025–26 instalment issued on November 4.
  • The Education Ministry reiterated that Central shares under Samagra Shiksha require utilisation certificates, audit compliance, progress reports, matching state contributions and adherence to scheme norms.
  • MoU status under PM-SHRI stands at 34 signatories, with Tamil Nadu and West Bengal yet to sign and Kerala having signed on October 23 but not implemented, as Pradhan also referenced a Supreme Court query on Central schools in Tamil Nadu.
