Kerala Rights Panel Opens Probe After RTI Release of CCTV Showing 2023 Custodial Assault

The commission has asked the Thrissur police chief for a detailed report within three weeks following the State Information Commission’s order that released the station footage to the complainant.

Overview

  • Station CCTV shows Youth Congress leader V. S. Sujith being beaten inside Kunnamkulam police station on April 5, 2023 by then Sub-Inspector Nuhman and CPOs Shashindran, Sandeep and Sajeevan.
  • Sujith obtained the video after a prolonged Right to Information battle that ended with a State Information Commission order compelling the police to hand over the recordings.
  • A magistrate-ordered medical exam determined Sujith was not intoxicated as police alleged, and later tests documented lasting hearing damage in one ear.
  • The Kunnamkulam First Class Judicial Magistrate directly registered a custodial torture case, and the newly released footage is now part of the ongoing trial.
  • Kerala Police say disciplinary action was taken against five officers in 2023, while Congress leaders demanded immediate dismissals and held protests outside the station.
