Kerala Declared India’s First Fully Digitally Literate State

A volunteer-led campaign trained nearly 22 lakh identified learners, with Phase II now targeting document digitisation alongside cyber-safety.

Overview

  • Chief Minister Pinarayi Vijayan announced the milestone in Thiruvananthapuram, marking the completion of Phase I of the Digi Keralam initiative.
  • Door-to-door surveys covered about 1.5 crore people in roughly 83.46 lakh families, identifying around 21.88 lakh digitally illiterate residents.
  • Approximately 2.57 lakh trained volunteers conducted surveys and delivered training, resulting in 21.87 lakh people passing evaluations for a 99.98% success rate.
  • The curriculum spanned three modules and 15 activities, teaching smartphone basics, search, messaging, social media, online payments and use of state e-services through K-SMART.
  • Officials highlighted participation by elderly citizens, including a 104-year-old learner, and outlined next steps to place personal documents in DigiLockers while expanding safe access to online services.
