Overview
- Kerala formed a special committee on Thursday that includes seven trade‑union representatives, the Labour Department Secretary as convenor and the Law Department Additional Secretary as a member to study implementation of the Union Labour Codes.
- The panel has been given a 10‑day deadline to submit practical recommendations that will be used to draft state rules for the Labour Codes.
- Kerala said it will press the Central government to lower the threshold that determines which establishments and workers the codes cover so a larger group of workers could gain protections.
- Trade unions will be allowed to suggest amendments to a 2021 draft and the committee’s draft will be circulated to all unions while other unions may attend sittings and present views.
- The state will delay final implementation decisions until the committee report, further stakeholder consultations and legal review are complete and it hopes the rules it frames could serve as a model for other states.
