Kerala Authorizes Euthanasia of Diseased Stray Dogs and Deploys Mobile Sterilisation Units

It invokes Section 8 of the 2023 animal cruelty rules to sanction culling of diseased or aggressive strays alongside a statewide vaccination campaign.

Local Self-Government Minister MB Rajesh said stray dogs that are gravely ill or injured may be euthanised, provided a veterinary surgeon certifies their condition.

  • Local self-government bodies can now euthanize stray dogs deemed incurably diseased or dangerously aggressive after certification by a registered veterinary practitioner under Section 8 of the Prevention of Cruelty to Animals Rules 2023.
  • Eight mobile animal birth control units have been deployed statewide with plans to station similar units in all 152 block panchayats over the next two months.
  • A statewide vaccination drive for stray dogs is set to launch in August followed by a licensing and vaccination campaign for pet dogs in September.
  • Police have been instructed to use Section 107 of the Criminal Procedure Code and Section 186 of the Indian Penal Code against those obstructing mobile sterilisation centres, and local monitoring committees will oversee operations.
  • The Kerala government will petition the Union government to amend existing Animal Birth Control rules, which currently bar euthanasia and impede sterilisation efforts.
