- Chief Minister Pinarayi Vijayan moved the resolution urging the Centre to stop alleged neglect of Kerala and accept the state's demands.

- Vijayan said the Union Budget omitted Kerala's long-pending requests for an AIIMS and a high-speed rail corridor.
- He warned that converting MGNREGA to a new scheme and cutting its national allocation from Rs 88,000 crore to Rs 30,000 crore would cost Kerala about Rs 3,800 crore.
- The resolution cited further grievances including VGF for Vizhinjam being offered as a loan, inadequate Wayanad disaster aid and removal of a loan-waiver clause, withheld IGST dues, tighter borrowing limits, discontinued revenue deficit grants, and denial of Point of Call status at Kannur airport.
