Karnataka Tables Hate Speech, Hate Crime Bill With Up to 10-Year Jail Terms

  • The Karnataka government introduced the Hate Speech and Hate Crime (Prevention) Bill in the State Assembly in Belagavi after cabinet clearance on December 4.
  • The measure defines hate speech broadly as public expressions intended to cause injury or enmity, covering spoken, written, symbolic and electronic forms across protected traits such as religion, caste, gender and sexual orientation.
  • Convictions carry at least one year in prison, rising to seven years plus a ₹50,000 fine, with repeat offences punishable by two to ten years and fines up to ₹1 lakh.
  • Offences are designated cognisable and non-bailable with trials before a Judicial Magistrate of First Class, and authorities may take preventive action where an offence is believed likely.
  • A designated officer may direct intermediaries or service providers to block or remove content, the bill provides for victim compensation, and exemptions apply to works shown to serve the public good.
