The Higher Education Commission informed the court it neither issues degrees nor verifies ones not recognized by a university, noting no verification request for this degree is on record. Karachi University’s submission says a 1989 Unfair Means Committee imposed a three-year ban on Tariq Mehmood for cheating and threatening an examiner. The university alleges a forged 1990 enrollment form bearing a fake Government Islamia College stamp and the use of two enrollment numbers to obtain mark sheets and a degree. Records cited by the university state enrollment number 5968/87 belonged to Imtiaz Ahmed, while 7184/87 was allegedly procured for LLB Part II in 1990 through forgery. A verification request by citizen Irfan Mazhar in May 2024 led the Controller to deem the degree and mark sheets invalid, a finding later affirmed to the IHC, and Islamia College reported no enrollment for 1984–1991.
