Overview

  • The LCC voted unanimously to extend the incentive deadline to June 30, 2026, imposing a proposal cutoff of Dec. 31, 2025.
  • Chiefs president Mark Donovan formally requested the extension in a June 26 letter after six weeks without a response; the Royals made a similar verbal request.
  • Kansas’s 2024 special session law authorizes modified STAR bonds to cover up to 70% of stadium costs for projects with at least $1 billion in capital investment.
  • Lieutenant Governor and Commerce Secretary David Toland retains authority to negotiate final terms with one or both teams under the STAR bond statute.
  • Missouri enacted its own sports incentives in June, intensifying pressure as both states compete to secure long-term stadium commitments from the Chiefs and Royals.
