Kangpokpi Shutdown Enforced After Two Kuki Youths Go Missing

Calls for an urgent rescue operation alongside demands to end the Suspension of Operations show deep mistrust of security forces and raise fears of wider unrest.

Overview

  • Two Kuki youths, identified as Thangginlun Chongloi and Paoginlal/Paominlal Chongloi, went missing while travelling between Hengbung and Taphou Kuki village on Wednesday, October 28, and are alleged to have been abducted.
  • The Committee on Tribal Unity (CoTU) imposed a 48-hour shutdown in Kangpokpi that began at 5 p.m. on Thursday, October 29, closing shops, schools, markets and offices while exempting medical services, media and security forces.
  • CoTU has demanded the immediate, safe and unconditional release of the youths and urged the state to launch an urgent rescue operation, warning of intensified agitation if the demand is not met.
  • The Coordinating Committee on Manipur Integrity (COCOMI) has mobilised for a rally on October 31 that calls for abrogation of the Suspension of Operations with Kuki militants and the resettlement of internally displaced persons.
  • The episode amplifies long‑standing Kuki‑Zo grievances about perceived biased responses by security forces, links to earlier killings and displacement, and increases the risk that a local incident could broaden into wider unrest affecting civilians and IDPs.
