Juvenile Criminal Charges in Mexico Surge by 17.7% in 2023, Reversing Years of Decline

  • The EPACOL report recorded 32,852 adolescents formally charged in 2023, reflecting a 17.7% increase from 2022.
  • After a 37.3% drop in imputations from 2017 to 2021, cases rose 45% by 2023, marking a sharp turnaround.
  • Nuevo León, Estado de México, Guanajuato, Sonora, Jalisco and Chihuahua collectively made up 50.7% of juvenile imputations.
  • Eight in ten charged youths were male, and the top alleged offenses were injuries, robbery, threats, sexual abuse and small-scale drug dealing.
  • Of the 3,785 adolescents sanctioned by the end of 2023, 66.3% received non-custodial measures such as community service, while 33.7% faced internment or mobility restrictions.
