Justice Minister Cavero Denies Blind Driver’s License Was Issued During His MTC Tenure

The minister faces open prosecutorial inquiries alongside a security agenda centered on specialized prisons.

Overview

  • Juan Manuel Cavero said the 2018 case involved a myopic applicant whose private medical certificate was recorded by the MTC as showing no visual impediment to drive.
  • According to ministry records reported by the press, the MTC’s system showed no visual restriction for the license-holder at the time of issuance.
  • Cavero noted that an internal MTC review later detected failures in the medical verification process and led to subsequent adjustments to the system.
  • The Ministerio Público lists 14 investigations for Cavero, with four still active, including inquiries for alleged abuse of authority, illicit appropriation and collusion.
  • He said a separate Callao matter was archived by prosecutors without finding responsibility, and as justice minister he is prioritizing specialized prisons and reducing the penitentiary shelter deficit after taking office following Juan José Santiváñez’s resignation.
