‘Jung kauft Alt’ Flops: 592 Approvals, €70 Million Disbursed

The housing ministry is reviewing the underused family-loan scheme with KfW to address weak demand.

Overview

  • The ministry confirmed just 592 nationwide approvals and €70 million paid out and said it is analyzing application behavior with KfW and financing partners.
  • Families must buy an older home and complete an energy retrofit within 4.5 years to reach efficiency class 70 EE with at least 65% renewable heating.
  • Income caps and loan ceilings of roughly €100,000 to €150,000 are cited as barriers, and high renovation costs often outweigh the benefit of discounted interest.
  • €350 million was available for 2024 and the same is planned for 2025, yet current demand suggests the funds will remain largely unused.
  • The separate ‘Wohneigentum für Familien’ program has supported about 2,800 families this year and around 9,300 since mid‑2023, as Minister Verena Hubertz plans to consolidate housing aid into two main tracks for new build and renovation.
