Juiz de Fora Revokes Contested IPTU Decree as Other Cities Roll Out Inflation-Only Updates

The reversal shifts the focus to transparent recalculation under public oversight.

Overview

  • Mayor Margarida Salomão revoked Decree 17.618/2025 on Jan. 15 after talks with the Municipal Chamber, days after an injunction prompted by councilwoman Roberta Lopes halted the planned increases in 17 areas.
  • City hall will recalculate the values for the affected isótimas and publish them in the Prefeitura Ágil system, with refunds available there for taxpayers who already paid the full amount.
  • For properties outside the 17 zones, Juiz de Fora’s 2026 IPTU remains tied to a 5.17% IPCA update, with a 10% discount for payment in full by Feb. 2 and up to 10 installments starting Mar. 20.
  • Porto Alegre and Salvador released 2026 guides with inflation-only corrections—4.68% and 4.46%, respectively—offering digital issuance, parceling options, and upfront-payment discounts (Porto Alegre up to 11% by Feb. 9; Salvador 7%).
  • Contagem applied a 4.46% correction, set a 12% discount for payment in full by Mar. 10, allows up to 10 installments starting Mar. 10, will release guides on Feb. 2, and warned residents about fake IPTU boletos.
