Judge Opens Inquiry into CCMA Executive Overpayments and Hiring Procedures

A court order requires CCMA to submit payroll records, employment contracts, appointment files to evaluate alleged excessive pay alongside procedural flaws.

Overview

  • Judge Maria Luz Barreiro accepted a Societat Civil Catalana complaint and initiated proceedings to probe potential public funds misappropriation via salaries allegedly exceeding legal caps in 2021–2022.
  • The judge has summoned the full Sindicatura de Comptes audit report with annexes and work papers to examine the basis for the abuse-of-pay allegations.
  • CCMA must also provide payroll records, executive contracts, council resolutions and complete selection dossiers for directors at TV3, Catalunya Ràdio and the Fundació La Marató de TV3.
  • A Sindicatura de Comptes review previously found four corporate directors’ annual pay exceeded the legal remuneration ceiling and identified flaws in the merit valuation and selection criteria.
  • CCMA maintains that its new governing council has since reduced executive salaries, equalised pay across genders and upheld a global merits-based appointment process.
