Judge Named in U.S. Sanctions Left Moraes’s STF Cabinet Before Washington’s Announcement

The removal was formally published a week before the U.S. unveiled Magnitsky measures that included his name.

Overview

  • An order in the Diário Oficial on September 15 removed Rafael Henrique Janela Tamai Rocha from Minister Alexandre de Moraes’s office, with the transfer taking effect on September 26.
  • Rocha returns to the São Paulo state court (TJSP), where he has served since 2008, after working as a magistrate assistant in Moraes’s cabinet.
  • On September 22, the U.S. Treasury announced Magnitsky-based actions that listed Rocha and revoked visas for several Brazilian authorities.
  • The U.S. measures also targeted AGU chief Jorge Messias, ex-AGU José Levi, STJ minister Benedito Gonçalves, and Moraes’s aides Airton Vieira and Marco Antônio Vargas, plus Viviane Barci de Moraes and a family company.
  • Moraes was himself sanctioned under Magnitsky in July, and Rocha had gained prominence for handling proceedings tied to Bolsonaro’s coup-related case.
