Overview

  • On July 11 U.S. District Judge Maame Ewusi-Mensah Frimpong issued two temporary restraining orders in response to a lawsuit filed by the American Civil Liberties Union and Public Counsel.
  • The orders bar ICE from making detentions in Los Angeles County and six neighboring counties without reasonable suspicion of immigration law violations.
  • They explicitly ban stops based solely on race, ethnicity, spoken language or location and forbid profiling at bus stops, day laborer sites and agricultural fields.
  • The injunction also guarantees detainees at a Los Angeles immigration facility prompt access to legal counsel, including on weekends and holidays.
  • The White House said it will appeal the ruling as a judicial overreach, with DHS officials rejecting allegations of race-based targeting.
