Overview
- The JNE plenary issued a binding resolution Friday that says first regidores who served as mayor in the immediately prior term will not be proclaimed or receive credentials to assume the mayoralty for 2027–2030.
- The first block of the review corrected proclamations in six jurisdictions — Marca, San Jerónimo de Tunán, La Esperanza, Víctor Larco Herrera, Zapatero and Condorcanqui — so the second regidor on those lists will assume the mayoralty.
- The JNE has reviewed 427 proclamations so far and plans further blocks covering more than 600 cases toward a total of roughly 1,900 proclamations to harmonize differing JEE decisions nationwide.
- The ruling directly affects Rafael López Aliaga: if JEE Lima Centro applies the JNE criterion he would be denied mayoral credentials and the second regidora, Jeanette Alonzo, would be positioned to take Lima’s mayoralty.
- The decision passed by majority but recorded formal dissents from two magistrates, has prompted public rejection and planned legal challenges from Renovación Popular, and could produce constitutional appeals or amparo requests that may seek provisional relief.
