JNE Installs 33 New Electoral Panels as Trujillo Refers Mayors, Digital Vote Audit Unsettled

The developments spotlight timing risks to enforcement ahead of key October cutoffs.

Overview

  • The JNE published Resolution No. 0452-2025-JNE on September 29 to create 33 Jurados Electorales Especiales, bringing the nationwide total to 60, with 31 starting on September 30 and two more on November 17.
  • The Trujillo JEE determined that mayors Santos Ruiz (Sánchez Carrión), Julio Mantilla (Otuzco) and Felipe Cerna (Santiago de Cao) violated electoral neutrality and state publicity rules and referred their cases to the Comptroller’s Office.
  • Seven additional La Libertad mayors face sanction proceedings for prohibited state publicity, including Mario Reyna, Aldo Carlos Mariños, Víctor Luján, Roberto Chávez, Wilson Toribio, Sergio Vílchez and Julio Correa.
  • JNE president Roberto Burneo warned that no external auditor has been hired for the planned digital vote pilot covering more than two million voters, with the contracting deadline set for October 15.
  • Electoral bodies report thousands of cases under review as the October 13 resignation deadline for officeholders who intend to run approaches.
