JNE Bars Former Mayors From Reassumption as First Regidor, Forcing Proclamation Corrections

The rule forces credentials to move to the next eligible regidor and has prompted recusal requests from Renovación Popular.

Overview

  • The Jurado Nacional de Elecciones (JNE) announced this rule after an ex officio review that found first regidores who served as mayor in the immediately prior term cannot be proclaimed or receive credentials to reassume the mayoralty.
  • The JNE has reviewed 427 of 1,027 municipal proclamations so far and identified six jurisdictions where proclamations must be corrected so the next eligible regidor on the list receives the credential.
  • The change could affect high-profile cases such as Rafael López Aliaga in Lima, whose possible return to the mayoralty by succession will be assessed when the JEE Lima Centro issues its formal proclamation.
  • Renovación Popular has filed two requests seeking inhibition and recusal of JNE officials, and the JNE said it will evaluate those petitions and issue a formal response.
  • The JNE plans to continue progressive reviews through November to apply the criterion nation‑wide, a process that will alter local succession lines and may trigger further legal and administrative disputes.
