Overview
- The General Administration Department, in an order signed by Commissioner Secretary M. Raju, formally reinstated the bi-annual shift and set the Oct. 31 and Nov. 3 dates.
- All Civil Secretariat offices plus heads of 38 departments will relocate to Jammu in full, while another 47 departments will move in camp or limited strength.
- The order details transport by SRTC with backup vehicles, police escorts with priority at the Banihal–Qazigund and Dr Syama Prasad Mookerjee tunnels, and medical aid points along the route.
- Each moving employee will receive a Rs 25,000 Special Move TA, with ration counters planned in Jammu residential areas and limited retention of Srinagar housing for families.
- The move reverses the 2021 halt justified by e-office adoption and projected Rs 200 crore in annual savings, and fulfills a National Conference pledge under Chief Minister Omar Abdullah as legal and efficiency critiques persist.
