Overview
- In a Feb. 17 assembly reply, Chief Minister Omar Abdullah confirmed 100,501 workers registered through an Aadhaar-based biometric and skill-profiling system.
- The registered pool spans 69,696 casual labourers, 8,836 daily rated workers and other categories, with 57,390 in Kashmir division and 40,077 in Jammu division.
- Concentrations are highest in PHE/Irrigation & Flood Control (38,585), followed by Power (13,616), Education (12,646), Forest (8,317) and Public Works (6,801).
- A committee constituted on March 19, 2025 is reviewing worker categories, service rules, financial impact and legal constraints before proposing a regularisation plan.
