JEE Finds César Acuña Violated Electoral Neutrality in Huancayo

The ruling triggers oversight referrals ahead of APP’s stated plan for him to quit before the Oct. 13 candidacy cutoff.

  • The JEE Huancayo resolution determined Acuña engaged in APP propaganda during a Sept. 20 event in Huamanmarca, ordered him not to repeat the conduct, warned of public admonition and fines if it recurs, and sent the case to the Comptroller and the La Libertad regional government.
  • A separate JEE Chiclayo decision on Sept. 21 had already found a neutrality breach in Piura activities and referred that file to the Public Prosecutor’s Office, the Comptroller and the La Libertad Regional Council.
  • APP spokesman Eduardo Salhuana said Acuña will resign the La Libertad governorship to run for president and will do so before the Jurado Nacional de Elecciones deadline of Oct. 13, though Acuña has not formally announced the move.
  • The Huancayo JEE also ruled that SATH chief Julio César De La Rosa Luján violated neutrality by promoting APP at the Sept. 20 Huancayo mobilization, ordering him not to reoffend and forwarding the case to the Comptroller and the municipality.
  • Regional succession planning is underway to elevate Vice Governor Joana Cabrera and have the council elect a new vice governor, with Ever Cadenillas mentioned in council discussions as a leading option.
