Japan’s Security Agency Seeks Tougher Sanctions on Aleph Over Leadership and Reporting Lapses

PSIA formalizes recognition of Asahara’s son as Aleph’s de facto guru to justify a sixth preventive order

Overview

  • The Public Security Intelligence Agency has asked the Public Security Examination Commission to impose a sixth, stricter re-offense prevention order under the Organized Crime Control Law on Aleph
  • PSIA’s investigation officially identified Shoko Asahara’s second son as a self-proclaimed ’second guru’ who has steered Aleph’s decision-making since around 2014, with Asahara’s wife holding an officer role
  • Aleph failed to submit legally required reports on the son’s and wife’s leadership positions and on a Koshigaya City apartment used as an activity base
  • The new request seeks to ban Aleph from acquiring or leasing any land and buildings in 12 prefectures where it maintains facilities, on top of existing restrictions on donations and facility use
  • Aleph has been under periodic oversight since 2000, is subject to its fifth preventive directive limiting 16 of about 20 sites, and had roughly 1,190 members nationwide as of April 2025
