Japan’s First Commercial Floating Offshore Wind Farm Begins Operations

Power is sold at a fixed JPY 36 per kWh under terms running to December 2043.

Overview

  • The 16.8 MW Goto project entered full commercial operation on 5 January 2026 under a consortium led by Toda Corporation with ENEOS Renewable Energy, Osaka Gas, INPEX, KEPCO, and Chubu Electric Power.
  • The installation comprises eight Hitachi 2.1 MW turbines mounted on hybrid SPAR-type floating foundations designed and built by Toda.
  • Project partners describe the hybrid SPAR configuration as the first commercial application of that floater design.
  • The wind farm was awarded in Japan’s first offshore wind auction under the 2019 Renewable Sea Area Utilization Law and certified by the economy and transport ministries.
  • Local companies contributed to construction, are expected to support operations and maintenance, and the electricity will be supplied preferentially to local retail providers.
