Jammu Bans Courier Transport of Narcotics Without Valid Permits

The order takes immediate effect for eight weeks under police enforcement.

  • District Magistrate Rakesh Minhas invoked Section 163 of the BNSS with NDPS provisions to restrict courier handling of narcotics to entities holding proper transport permits and compliant with Drugs and Cosmetics rules.
  • Couriers must verify consignor and consignee identities using government IDs and keep detailed consignment records, including parcel descriptions, weights, booking data and payment transaction details, while training staff to spot and report suspicious parcels.
  • All workers, including delivery personnel, loaders, booking clerks and franchise staff, must undergo local police verification, with companies maintaining an up-to-date register of verified employees.
  • The Senior Superintendent of Police has been directed to enforce the directive through inspections and to initiate legal action against defaulters.
  • Breaches may lead to seizure of consignments, license cancellation, fines and prosecution under the NDPS Act and BNSS, including penalties under Bharatiya Nyaya Sanhita Section 223 for disobedience of a public servant’s order.
