Overview
- The Crown Prosecution Service has charged James Desborough, 39, with the murder of inmate Steven Kempster, 65, following a death at HMP Exeter on 15 September.
- Devon and Cornwall Police said Kempster was found deceased in his cell at around 5:40am on Monday, and his next-of-kin have been informed.
- Desborough remains in custody and is scheduled to appear at Exeter Magistrates’ Court on 18 September.
- CPS senior prosecutor Helen Phillips said there is sufficient evidence and public interest to bring the case to court after close work with police investigators.
