Jacksonville Housing Authority Board Fires CEO Over Fee Proposal

Board cited conflict-of-interest concerns as the reason for the immediate removal.

Overview

  • The JHA board voted unanimously Tuesday to terminate CEO Cheron Corbett Waller without cause after an emergency meeting that followed a contested compensation proposal.
  • Corbett had proposed a 12 percent cut of developer fees on new projects, a fee that on a single planned project was reported to be about $1 million.
  • Under her contract, a without-cause termination could obligate the authority to pay roughly 22 weeks of salary, which officials say would exceed $100,000 given her $300,000 annual pay.
  • Board chairman Daniel Blanchard called the proposal "offensive and shocking," the mayor’s office pointed to Executive Order 2026-03 to justify board oversight, and officials said Corbett was offered a chance to resign but declined.
  • Roslyn Mixon-Phillips will serve as interim CEO as the board searches for a replacement and as officials and residents watch for financial and public-trust fallout including any severance payout and tighter oversight of independent city authorities.
