ITC Recommends U.S. Import Ban on BOE OLED Panels in Samsung Trade Secrets Case

  • The U.S. International Trade Commission found that BOE and seven affiliates misappropriated Samsung Display’s OLED trade secrets and recommended restricted exclusion and cease-and-desist orders.
  • The preliminary order would block imports of infringing OLED panels and modules and bar BOE from selling existing inventory to U.S. assemblers.
  • Some current iPhone 15, iPhone 16 and entry-level 16e models containing BOE displays could face import curbs, though devices already in U.S. stores are exempt.
  • Apple is exploring reallocating roughly 20% of its iPhone OLED panel supply from BOE to Samsung Display and LG Display ahead of a final ITC decision in November 2025.
  • If upheld, the ruling could reinforce Samsung’s and LG’s positions in the iPhone supply chain while BOE focuses on its domestic market as the presidential review looms.
