Overview
- ARAN signed a pre-agreement with Cisl, Uil and Csa for the 2022–2024 national contract covering roughly 430,000 regional and local employees.
 - The package delivers average gross monthly increases of about €136.76 (around €140 including accessorial items) and average arrears of about €2,357.
 - On a voluntary experimental basis, employees may compress 36 weekly hours into four days, and meal vouchers are recognized for staff working in smart working.
 - Further provisions include a temporary pathway for promotions without degree requirements extended through next year, legal defense coverage for workers assaulted by third parties, broader pay protection for life‑saving therapies, and a higher cap for high‑qualification positions to €22,000.
 - If administrative steps finish by year‑end, raises could be paid from January 2026, and the government points to €150 million in the budget to bolster allowances from 2027.
