- Under DPR 412/1993, Italy is divided into six climate zones that determine when heating can be used and for how many hours each day.
- Schedules are as follows: Zone A (Dec 1–Mar 15, 6 hours), Zone B (Dec 1–Mar 31, 8 hours), Zone C (Nov 15–Mar 31, 10 hours), Zone D (Nov 1–Apr 15, 12 hours), Zone E (Oct 15–Apr 15, 14 hours), Zone F (no limits).
- Residential interiors must stay at or below 19°C with a 2°C tolerance, while industrial and artisanal buildings are capped at 17°C.
- Municipal ordinances can modify local start dates and daily hours, and violations risk fines of €500–€3,000 plus possible local penalties up to €800.
- ENEA urges maintenance and efficiency upgrades—smart controls, condensing boilers, heat pumps, photovoltaics and thermostatic valves—and periodic checks including the “bollino blu” to reduce consumption.
