- On July 2–3, the Transport Ministry published decrees detailing the design and placement of a rider‐linked “targhino” sticker for electric scooters and technical requirements for vehicle alcolock devices.
- Each targhino must be a 5×6 cm adhesive, plasticized plate with six alphanumeric characters, national emblems and MEF markings, and it will be tied to the individual rider rather than the vehicle.
- Riders caught without the mandatory targhino face fines of €100–€400, but distribution is stalled because the government has not set the plate’s cost.
- The alcolock decree specifies device features, installation locations and tamper‐proof seals, yet it does not identify accredited installers or establish a deployment timetable.
