Italy Grants Pakistan 10,500-Worker Quota Over Three Years

Officials cast the scheme as a lawful path designed to steer workers away from dangerous irregular migration to Europe.

Overview

  • Under the plan, 3,500 Pakistani workers will go to Italy each year, split into 1,500 seasonal slots and 2,000 non-seasonal roles.
  • Jobs span shipbreaking, hospitality, healthcare and agriculture, including welders, chefs, waiters, housekeeping staff, nurses, medical technicians and farm workers.
  • Pakistani authorities describe the quota-based channel as a structured alternative to smuggling routes that saw a 280% surge in unlawful crossings in 2022.
  • Italy is being presented by Pakistani officials as the first European country to offer Pakistan a dedicated quota through this mechanism.
  • Implementation and possible expansion will be discussed at the Pakistan–Italy Joint Working Group meeting scheduled for February 2026 in Islamabad.
