Italy Enacts €597 Million Ecobonus for EV Purchases by Urban Residents

A Sogei-built portal will open in September to apply direct purchase discounts once buyers scrap Euro 5 or older vehicles.

  • The decree allocating €597 million from PNRR funds is now in force, redirecting money originally earmarked for charging infrastructure to purchase incentives.
  • Only residents in ISTAT-defined Functional Urban Areas—about 55.8% of Italians—are eligible for the bonus, excluding nearly half the population.
  • Applicants must scrap a thermal vehicle up to Euro 5 that they have owned for at least 12 months to qualify for the ecobonus.
  • Households with an ISEE up to €30,000 can receive €11,000, those with ISEE between €30,000 and €40,000 get €9,000, and micro-enterprises can claim 30% of the purchase price up to €20,000.
  • Applications open on a dedicated Sogei platform in September, with incentives delivered as direct discounts at the point of sale and the launch date to be announced on the Environment Ministry’s website.
