Israel to Suspend Dozens of Aid Groups in Gaza on Jan. 1

Israeli officials cite security vetting that critics say will jeopardize relief during a fragile, winter-stricken ceasefire.

Overview

  • Licenses for more than two dozen international NGOs will be revoked starting Jan. 1, with Israel-based offices required to leave by March 1 and an appeals process available.
  • Organizations named include Doctors Without Borders (MSF), the Norwegian Refugee Council, CARE International, the International Rescue Committee, and parts of Oxfam and Caritas.
  • The 2025 rules require disclosure of staff lists, funding and operations details, and set ideological disqualifiers such as support for boycotts or denial of the Oct. 7 attack.
  • COGAT says the affected groups contributed about 1% of recent aid and that flows will continue through permitted channels, citing a target of 4,200 trucks per week.
  • Aid groups, UN actors and foreign ministers from 10 countries warn the suspensions will worsen Gaza’s winter humanitarian crisis; MSF says it supports roughly 20% of hospital beds and a third of births.
