Ireland Sets 6% Spending Growth Cap Through 2030 in Medium-Term Plan

An EU-required framework arrives under scrutiny over past overspending.

Overview

  • The Government published the Medium Term Fiscal and Structural Plan on 19 December, presented by Finance Minister Simon Harris and Public Expenditure Minister Jack Chambers.
  • The plan commits to an average annual spending growth limit of 6% through 2030 across current and capital budgets.
  • It sets out spending intentions to the end of the decade in line with EU fiscal rules.
  • Policy priorities in the document include delivery of infrastructure, particularly housing, and improved services such as childcare.
  • The rollout follows a delayed release and comes as the fiscal watchdog highlights repeated overspending, including about €4bn above commitments for 2025, after a prior 5% cap was abandoned.
