Overview
- In early September 2026 IRDAI published a consultation paper proposing a Public Insurance Registry (PIR) as a population‑scale digital public infrastructure for the insurance sector.
- Under the proposed design the PIR would not centralise raw records but serve as an interoperable access layer that verifies and points to data held by insurers, intermediaries, and other source institutions.
- IRDAI has asked stakeholders and the public to submit comments by September 30, 2026 and says detailed functional, technical and governance rules will be developed after the consultation.
- Industry and consumer advocates welcomed the proposal for giving policyholders a consolidated view of policies, easing onboarding and claims and reducing mis‑selling, while noting the published use cases remain conceptual.
- IRDAI links the PIR to earlier Indian digital public infrastructures such as UPI and Ayushman Bharat and says the registry aims to boost transparency, competition, underwriting data and wider insurance coverage once safeguards and specs are finalised.
