Iran and IAEA Sign Deal to Restart Nuclear Inspections

The accord sets practical steps to restore access under the pressure of possible European sanctions later this month.

Overview

  • Iranian foreign minister Abbas Araghchi and IAEA chief Rafael Grossi met in Cairo and signed an agreement titled “Modalités techniques pour la mise en œuvre des inspections.”
  • Grossi said they agreed on practical modalities to resume inspections in Iran and called the move an important step in the right direction.
  • Tehran had halted routine cooperation after Israeli and U.S. strikes on nuclear sites in June, and a July law in Iran centralized approval for IAEA visits.
  • IAEA inspectors briefly returned in late August to service the Bushehr power plant but were not allowed to visit facilities damaged in June.
  • France, the United Kingdom and Germany have warned they could restore sanctions by late September, while Egypt welcomed the accord as a step toward greater transparency as Iran continues enriching uranium up to 60%.
