Overview
- Member nations voted to lift the partial suspensions on Russia and Belarus, reinstating both as full IPC members with associated rights.
- A proposal for full suspension was voted down (Russia 115–55, Belarus 119–48), and the partial bans were then lifted by narrower margins (Russia 91–77, Belarus 103–63).
- The IPC said it will work with both committees to put practical arrangements in place as soon as reasonably possible.
- Athlete entries remain constrained because FIS, IBU and World Para Ice Hockey are currently excluding Russians and Belarusians from 2025/26 licensing and qualification, and World Curling’s wheelchair quotas are already allocated.
- The move comes days after IOC guidance that permits Russian and Belarusian athletes to compete at Milan‑Cortina under neutral conditions.
