IPC Reinstates Russia and Belarus, Restoring Full Membership Rights

Whether their teams appear at the 2026 Winter Paralympics remains unclear given sport federations still bar athletes in most events.

Overview

  • IPC members in Seoul voted 111–55 and 91–77 to reject full and partial suspension of Russia, and 119–48 and 103–63 for Belarus, returning both NPCs to full rights.
  • The six winter Para sports remain governed by international federations that control licensing and qualification and have largely kept bans in place.
  • To compete, athletes must hold active 2025/26 licences in para alpine skiing, cross-country, snowboarding, biathlon, para ice hockey and wheelchair curling.
  • Ukraine’s government and sports minister condemned the decision and urged MilanCortina organizers to prevent Russian symbols, with Kyiv to decide later on participation.
  • The Russian Paralympic Committee called the vote a fair outcome as the IPC plans practical steps, while the IOC maintains neutral-only status for Russians and Belarusians at the 2026 Olympics.
