IPC Reinstates Russia and Belarus, Opening Path to Flagged Return at 2026 Paralympics

Eligibility still depends on international federations that currently keep those athletes suspended.

Overview

  • The IPC General Assembly in Seoul voted 91–77, with eight abstentions reported, to lift partial suspensions and readmit both national committees as full members.
  • The move permits national flags at Milan–Cortina 2026, yet entries will require active 2025/26 licenses and the removal of bans by the six Para sport federations governing the winter program.
  • The IOC has taken a different line for the 2026 Olympic Winter Games, allowing only individually vetted neutral athletes from Russia and Belarus with no teams permitted.
  • Ukraine’s sports minister Matwij Bidnyj condemned the decision as corrupted and left Ukraine’s participation undecided, appealing to the Italian hosts and European partners for support.
  • Germany’s Disabled Sports Association vice-president Karl Quade called the outcome hard to understand, asserting that the conditions that led to prior sanctions remain unchanged.
