Overview

• Individual entrants from Russia and Belarus may compete only as vetted neutral athletes under the same conditions used at Paris 2024.
• Neutral athletes will have no flag, anthem or national colors, will be excluded from the opening ceremony, and their medals will not count in the official table.
• Team entries remain prohibited and the Russian Olympic Committee stays suspended for violating the Olympic Charter in 2023.
• Eligibility requires no ties to the military or security services and no public support for the war in Ukraine, with case reviews conducted by an IOC panel that reporting says includes Pau Gasol.
• Qualification depends on each sport’s federation, with limited pathways in skating and ski mountaineering while skiing, biathlon and luge bodies continue to block participation.
