Investigations Underway After Two Inmates Drown in Tihar Jail Drain

All three suspended staff remain under departmental inquiry as authorities review CCTV footage to assess potential negligence.

Overview

  • On August 8 around 8:30 am, convicted murderers Amit Kumar and Vinay Kumar slipped into a 15-foot-deep, rain-filled stormwater drain in Jail Number 8 and were declared dead at Deen Dayal Upadhyay Hospital.
  • Judicial, police and departmental probes have been ordered to determine whether procedural lapses or negligence allowed inmates to access a drain normally maintained by the Public Works Department.
  • A deputy superintendent, an assistant superintendent and a hawaldar have been suspended pending the outcome of the departmental inquiry into the incident.
  • Investigators are examining surveillance video and interviewing inmates and staff who were present to establish how the convicts entered the drain and whether they were officially tasked with cleaning it.
  • The Delhi Prisons Department is compiling a preliminary report for the Director General of Prisons that will outline findings and recommend further measures.
