INV Cuts On-Site Inspections, Retires Mobile Labs as Deregulation Shifts Wine Oversight to Bottled Product

Talks in Mendoza this week will address provincial demands to keep the grape intake certificate mandatory.

Overview

  • Resolution 37/2025 scrapped about 973 internal rules and redefined the wine regulator’s role to focus on verifying the safety and authenticity of finished, bottled products.
  • The INV has decommissioned 22 of 80 inspection vehicles, will halt the operation of 14 mobile laboratories, and will insure only 58 vehicles from January 1, 2026.
  • Traceability tools such as the CIU, certifications of origin, vintage and varietal, and the transit certificate are now optional and may be managed by producers or private entities.
  • Industry groups remain split, with Bodegas de Argentina backing simplification and COVIAR reviewing the changes and their implications with national and provincial authorities.
  • Minister Federico Sturzenegger and national agriculture officials are due in Mendoza on Friday to discuss adjustments, as the province presses to retain mandatory CIU reporting and explores using SENASA’s electronic DTV to preserve key data.
