International Missions Urge Probe of ‘Acordeón’ Guides in Mexico’s Judicial Election

The final reports say the mass use of printed voting guides may have compromised free choice.

Overview

  • Three international missions — IFES, UNIORE and IDEA — delivered final findings that credit the INE with carrying out a novel, nationwide judicial vote under severe time constraints.
  • They warned that mass-produced acordeón voter guides could have eroded contest equity and the free vote, urging investigations into their origin, financing and distribution.
  • IFES representatives said power groups abused the allowance for personal guides by printing and spreading them at scale, recommending prohibition or strict regulation before 2027.
  • Turnout hovered around 13% nationally, which observers linked to polarization, limited campaign and information windows, complex ballots and public calls to abstain.
  • The Electoral Tribunal previously upheld the June 1 results in a narrow vote, as the missions also questioned candidate selection practices and ballot labels showing institutional affiliations.
