Intelligence Confirms LeT Shifts Training Network to Khyber Pakhtunkhwa, Builds New Lower Dir Hub

Assessments say the move seeks to reduce exposure to future Indian strikes.

Overview

  • Intelligence imagery dated September 22 shows Markaz Jihad-e-Aqsa under construction in Kumban Maidan, Lower Dir, with the first-floor frame up and roof work underway about 47 km from the Afghan border.
  • The new centre, launched in July, is slated to be commanded by Nasr Javed, with Muhammad Yasin assigned for ideological instruction and Anas Ullah Khan overseeing weapons training, according to the assessments.
  • The complex sits beside LeT’s recently built Jamia Ahle Sunnah mosque, reflecting the group’s pattern of placing training infrastructure adjacent to religious institutions for cover.
  • LeT is also planning expansions at Garhi Habibullah and Batrasi to rebuild recruitment, training and residential capacity after Operation Sindoor damaged sites in PoK and Punjab, including Muridke.
  • Indian Army sources say forces can reach distant targets if warranted, while separate reporting places a new Hizbul Mujahideen site roughly four kilometres away, indicating potential co-location in Lower Dir.
